China's Ministry of Industry and Information Technology and other four departments approved the "Comprehensive Plan for High-Quality Development of Energy-Saving Equipment (2026-2028)"
Recently, four departments, including the Ministry of Industry and Information Technology of China, the National Development and Reform Commission, the State Property Administration of the State Council and the National Energy Administration, jointly published the “Implementation Plan for High-Quality Development of Energy-Saving Equipment (2026-2028)” (MPI Joint Document No. 44 of 2026, hereinafter referred to as “Implementation Plan”). The document is aimed at consistently increasing the energy efficiency of energy-saving equipment with widespread use, high energy consumption and promising development opportunities, as well as expanding the production and practical use of energy-saving equipment.

The Energy Conservation Law of the People's Republic of China stipulates that the state encourages industrial enterprises to use highly efficient and energy-saving equipment, including electric motors, boilers, furnaces, fans, pumps and other units.
The “Resolution of the CPC Central Committee and the State Council of the People's Republic of China on Accelerating the Comprehensive Green Transformation of Socio-Economic Development” states the need to disseminate energy-saving, low-carbon and environmentally friendly production technologies and equipment, promote the modernization of enterprises in key industries to save energy and reduce carbon emissions, and accelerate the renewal and upgrading of technical equipment and products.
Energy-saving equipment - is products and technical units designed and manufactured on the basis of advanced technologies for all stages of energy production and consumption, allowing to increase the efficiency of energy use, reduce its consumption and losses.
Accelerating the high-quality development of energy-saving equipment is an important measure to improve the efficiency of industrial energy consumption and achieve the goals of carbon peaking and carbon neutrality, a key direction to form new driving forces of green development and create competitive advantages for industry, and a reliable basis for meeting society's growing energy consumption needs and ensuring national energy security.
The Implementation Plan focuses on six categories of energy-efficient equipment: energy-efficient electric motors, transformers, industrial heat pumps, industrial refrigeration and heating equipment, hydrogen production plants by water electrolysis, and information communications equipment.
The document aims to promote energy saving and reduce carbon emissions in key sectors of the economy, defines the optimization and improvement of the efficiency of energy-consuming systems as the main direction of work, the development and implementation of advanced technologies and equipment - as the main implementation mechanism, and environmentally friendly design and production, modernization of equipment, as well as digital transformation based on artificial intelligence - as the main ways to accelerate the intellectualization, greening and comprehensive integration of energy-saving equipment.
By 2028, breakthrough results are expected to be achieved in the field of key materials and components for energy-saving equipment, and a steady increase in the consistency and actual operational efficiency of energy-consuming systems in major industries. The energy efficiency level of equipment such as electric motors and transformers will reach the world's leading level, and the market share of energy-saving products will further increase.

The Implementation Plan comprehensively defines activities to accelerate the development and distribution of advanced energy-saving equipment, expand the environmentally friendly and low-carbon supply of energy-saving equipment, enhance system compatibility and interconnection of energy-saving equipment, and digitally upgrade these products.
It is planned to accelerate the development of new materials, components and products with high energy efficiency and performance characteristics that meet market needs; promote large-scale energy conservation and carbon reduction models for equipment; introduce artificial intelligence technologies into the operation of energy-saving equipment; consistently improve the operational efficiency of energy-consuming systems in key industries and make the transition from targeted industrial energy saving to comprehensive systemic energy saving at all production stages.
In addition, the document contains specific measures to create favorable conditions for the sustainable development of the industry in three areas: accelerating the renewal and modernization of energy-saving equipment, improving the regulatory -technical base in this area and strengthening coordination of industry development.
The publication of this “Implementation Plan” will strongly promote the high-quality development of energy-saving equipment, ensure the effective solution of energy conservation and carbon reduction at a higher quality level, and provide key technical support to accelerate the development of new industrialization and achieve the goals of carbon peaking and carbon neutrality.
